I noticed "Stable time API" is listed in <https://kotlinlang.org/docs/eap.html#build-details|the >*<https://kotlinlang.org/docs/eap.html#build-details|1.9.0-RC >*<https://kotlinlang.org/docs/eap.html#build-details|change notes> but can't find any more information about it. Does this mean the `kotlin.time` APIs are going stable in 1.9.0?

Yes. This includes time sources, time marks, and measureTime functions
