So they aren't universal for the app. Hmmm, well depending on other details, you could consider splitting up the configuration file, especially if there is an obvious local / non-local split between some of the settings. A config file of config files might also be worth considering depending on how you want to swap things out. But I think it depends on what exactly you need to configure.
