When the alarm is set, you can calculate when in numbers of seconds since 1970 the alarm should go off with the information you have at the time (e.g. is DST kicking in in-between?). If this information changes in-between the time when you set the alarm and the time of the alarm, all the bets are off. You don't even know which one the user would want.
