There's a whole slew of features that I can think of that can be implemented in a JVM without changing the language/bytecode itself - memory management, performance, etc. There's a load of features that can be implemented as third party libraries - the proposed json stuff, for example. There's relatively few new features that come to mind that need changes to the core Java specification
