There's no reason they can't, I suppose. I guess we'll see what happens. I just don't know if Google is ready or interested in working on this, documenting it, and then supporting a community of developers who will be asking a billion questions about the new syntax. Right now, they greatly leverage the general Java community to support Android devs. That support will have to come from the Android community only if they have their own syntax
