possible options:
- make work pool limited and handle RejectedExecutionException with some fast and cheap response
- introduce queue timeout (if a task is in queue for too long and not yet started then simply try to atomically cancel it and respond error), obviously this should be disabled by default or configured depends on User-Agent (some web-browsers resend request on request timeout)
- do both ?
