1. That's not the current stable one yet -- stable plugins are those (and only those) that published in Stable channel. 1.2.30-release-IJ2017.3-1 was published in EAP channel for some testing, but it is not really stable yet.
2. There was indeed some issues with run configurations in it, they should be already fixed. Probably, you will have to re-install plugin manually (remove it from IDEA, falling back to default bundled one, and then update to 1.2.30-release-IJ2017.3-1 from EAP channel again). We apologize for that inconvenience 😞
