A modern programming language that makes developers happier.

When working with kotlin, (And especially android), Intellij /  AS seems to have a lot of quirks, around the helping tools regarding analysis (Interger ranges , resource types, ect)
However, are these issues to be report only for Android studio ( google tracker), or also for Intellij / kotlin ?  (and or both ?)
