To do that you need to create new “Attach to Node.js/Chrome” run configuration and choose port. Note, chrome needs to run in a remote debug mode.

You can use JetBrains IDE Support Chrome extension, it will be able to connect to a running instance. But looks like this one requires Live Edit plugin which available only on web storm.
