That is not a question of idiomaticity (what a great word), it is a question of what data structure accurately fits your data. A Map<K, V> is when each key uniquely identifies a value. List<Pair<K, V>> is just a list of pairs, you can have the same pair in the list multiple times and you can have the same K multiple times with different `V`s.
