Hey, if anyone has considered views on friends/internal and usage and how it ought to be used in build systems, I've put a proposal up for the Bazel rules, and google offered their internal proposal (cleaned up, in a google doc), all referenced in this twitter thread.  Please consider commenting (on the linked issue and/or google doc, not so much the twitter thread) if you agree or disagree with any of the positions given, as it's good to get a sense of how the community is thinking of this.
