One thing we can do, is take content that is canonical and promote it to a known place (we can control), and then hope people find it and use it before asking (can't control). Over the last year we have had a flux of new Kotlin-ers that tended to ask first, before looking things up; and that user type will always subvert the knowledge management effort. In order to also be "embracing and welcoming" we have to therefore allow it. But, in the meantime, we should make sure canonical information is always sufficient and up to date so people find what they need IF they happen to search for it.
