The first thing we can do is to, remove the feature i.e. currently a new channel can be created by anyone, and thus it will be good to create a new channel named #channel_request where a new channel can be requested and it's required can be put to vote, and the requester will ask in different channel to upvote, and based on the no of upvotes, a new channel can be created by admins
