I'm not sure how you do this other than by consistent repetition or a friendly bot.  I like the idea if a message gets even one :stackoverflow: emoji then the bot responds saying something along the lines of "Questions like this are best asked on Stackoverflow, where we as a community strive to answer them quickly.  Your question will help others in the future with similar needs!  (be sure to search for existing similar questions first)"  .  That way it isn't users directly writing the response, we just trigger it with the emoji reaction.  (can bots see emoji reactions?)
