There is a way in slack to take a set of message from one channel to another and notify all people participating in the discussion? that would be very helpful in making people actually use  the channel for their declared purpose. I understand why most people just post on general. Because that's give them the best chance to get an answer (more people in the channel). On the other hand, once found the right people to talk to, they can switch to the right channel, if they were able to automatically move or their message to it
