Different people have different ideas of what features the lang should have and Kotlin is known positively also for some of it's functional features. If among the Kotlin goals is to attract multiple styles of programming is natural to want partial application and currying in the language since those are frequently used by most developers that have ever worked in a lang that has lambdas.
