Thank you for helping me articulate the issue 🙂 Here is what I see now as a bullet list
* separate (from #general) channel for advanced discussions to cultivate potential improvements to the language and stdlib
* it should be relatively low volume, low noise and should mostly be evacuated from normal-level discussions (#general, or #spring, or #javascript) where anyone spot idea worth discussing on a language level
* there should be established discipline (likely evolving from the previous item) to give some thought to the topic before suggesting it (at least rubber duck testing against checklist)
* it needs method and guidance to evolve into proper proposal. For now at least make a post at forum.
