Only some of my proposals change public API. I am confused where I should post my proposals 😉.

The site just says, vague proposals should be posted here. Concrete ones as pull requests…

And my proposal is quite vague 🙂. I would like to hear whether the kotlin team likes it, before I formulate a concrete one with a pull request.
