one use case with a global kobalt is had in mind is to have a --skeleton option, say kobalt --init --skeleton kotlin-with-bintray. This could end up blowing up the functionality of Kobalt too much. An alternative would be, to just copy a skeleton directory that includes the Kobalt wrapper.
