Andrey - the support for external dependency management is not a language level issue. Yes, it can be achieved in a gradle plugin and you are absolutely right - the question im posing is for community agreement. 
From your perspective, its not that pure scripting build systems are not required - it is that *scripting is not a first class use case in kotlin*. That is the rhetoric I hear more and more out here. "Why do we need something like this for kotlin. if you need a full scripting framework, go and use nodejs".
I'm wondering if that's the general thought ... because if that is so, then I agree - there is no need for a kotlin scripting specific build tool.
