I just tried modifying the dokka-gradle-example from kotlin-examples by adding a link to System.out in the KDoc comments, and I'm getting 8 warnings for that single link. Even if my link syntax is incorrect ("`[System.out]`"), 8 identical warnings seems excessive, so I'm guessing there's some kind of bug here.
