i am writing a little tutorial and example repo for how to use gradle's pluginManagement feature to use plugins that are not in the central gradle repo
first version should be done soon
this allows to use the usual plugins block with kotlin eap versions or even (potentially , i did not try)
using custom kotlin versions from mavenLocal repo
