Yes this is expected behavior. It does not relate to #2138 although it looks similar.

The reasoning is more or less the same as in #2138. In code style `ktlint_official` more emphasize is placed on consistent formatting of annotation regardless of the construct on which they are used. Wrapping on annotated parameters was introduced in <https://github.com/pinterest/ktlint/issues/1908>
