It's always better to bundle the JRE. That strategy is used with even Windows apps that ship around different Visual C++ Redist runtimes. The only scenarios I can think of that would benefit from reusing JRE installations are Web Start (going away) and a Gluon-y ARM install for a Raspberry PI (more hard disk constrained)
