Hmm maybe I interpreted it differently

We are deprecating Gradle's RuleSource and implementing native support in the current model.

And from the blog post - https://blog.gradle.org/state-and-future-of-the-gradle-software-model

The rule engine that was part of the Software Model will be deprecated

So maybe my interpretation is wrong
