I've updated my question to reflect that it's not the boilerplate in a single multi-module project, but across many different gradle projects (separate microservices, libraries, etc). It's one of those things that becomes a concern in an organisation that has new projects created every day - trying to keep things easy to maintain and consistent by removing all the boilerplate config. If I just had one project I wouldn't even bother 🙂
