I didn't think about kernel from this perspective. I just kept in mind that kernel is a standalone app, and it will not be used this way. But yes, in your case it is worth doing that. In the current development branch about notebook API I've already established publishing of some artifacts — with API itself and with special compiler implementation. I think that it's possible to publish the whole kernel, but I don't promise.
