Sure - code review of committed notebooks sucks, they are very git-unfriendly, and the editor lacks some features of major IDEs. But Jupyter is also great for prototyping, data exploration and visualization. I think it comes down to defining proper guidelines when to use notebooks (and why), and it's a very useful tool to have.
