This guarantees the effects you are placing in the Either.catch constructors are controlled and inside suspend . This the reason why Try was removed since it can’t control effects unless it was suspended. Suspended effects in Arrow is IO which is most likely what you want to use here since Bifunctor IO is around the corner. @simon.vergauwen is working on it.
