Kotlin 1.7 has been out for almost 1 month now, and the beta has been out for almost 2 months. I feel that because of how ubiquitous detekt is in the ecosystem, it shouldn't be a blocker for updating Kotlin, especially for this long. If detekt won't be ready until after the 1.21.0 release, and 1.22.0 takes as long as 1.21.0 to get released, there'll likely be a Kotlin 1.8 beta or rc available. I hope this doesn't come off as whining, and I'm very appreciative of the hard work that's put in to detekt. I don't know if the solution is a more frequent release cycle, or release tracks dedicated to specific Kotlin versions (like KSP), or the compiler plugin, but it seems like something should be done.
