I think I'm going to byte the bullet and do some renaming. My current thinking is
TestContext<F> -> ContextBuilder<F>
Context<PF, F> -> ContextBuilder2<PF, F>
and the internal ContextBuilder<PF, F> -> TestContextBuilder<PF, F>
