Silly question: what is difference between fqNameUnsafe and fqNameSafe defined as extension function in DeclarationDescriptor in kotlin-complier-embeddable

if the descriptor does not have a valid FQName, instead of returning an invalid FQName, fqNameSafe will throw an assertion error
