This question always comes up with kotlin releases too. Or if the artifacts are first, the minute they’re up someone inevitably asks why there are no release notes.

No release of any complex library is atomic. There are tons of moving parts, they’re not all going to be publicly visible everywhere in the world at the exact same instant.
