I have also done something similar in the distant past and there were bits of the browser like <video> that would use their own networking, bypassing shouldInterceptRequest anyway (although I think this was supposedly fixed in Chrome-powered WebView, I just never had a reason to go back and test that since I don't work on that product anymore)
