Yes it’s a good variant to Metalava (https://android.googlesource.com/platform/tools/metalava/) I think main thing BCV does it that it warns you even if you add new APIs, Metalava does not.
Moreover it works and there are no feature plans for the library there’s no need to necessarily consider it dead. It may be updated in the future 🙂

I'm used to seeing the majority of kotlinx libraries having a 1.x.x release, to the point that I felt it was worth checking is all 😄

I’m in the middle of integrating it now and you cannot use it with flavoured modules. It looks for exact match of “release”. There is a PR to fix this but it is not merged yet. It’s been open for 3 4 months.
I’m considering exploring metalava or japicmp. Has anyone used them before?
