Beats me. I just know that that's the place for it. I think the original intention was for the channel to be about anything relating to the Kotlin slack (e.g. voting on integrations, creating/removing channels, etc.).

I think that's a convention on public slacks (at least the ones I'm on)

I couldn't see anything in the CoC about users having to use #C09222272 or #C0B8W32VA or #C01TYDR4X5Y to report issues. I don't think it really matters.

Admins aren’t necessarily in other channels (they aren’t in #C09222272); seems like they have an uncommunicated expectation that #C0B8W32VA would be used.
