what's the reason for specifically excluding quebec?

This is most likely due to local regulations that do not allow student contests in the region without prior approval by the local authorities.

even though I'm in quebec, would it still be possible to ""participate"", but then if I ""won"" rather than receiving any prize, I would simply be featured in the list of winners, and the prize would go to the next in line? eg. if hypothetically I won in position #2, then positions #1, #3, and #4 would receive the prize, and the list of winners (blog post, etc.) would list positions 1 through 4
