I got a response from the maintainer of <https://github.com/actions/typescript-action/> - the most popular template for GitHub Actions - regarding <https://github.com/actions/typescript-action/issues/591|introducing typings>. I've just created a PR: <https://github.com/actions/typescript-action/pull/744>. Fingers crossed it will go better this time (better than with actions/stale) :crossed_fingers: If it gets proper traction and goes through, new actions will get proper typings, and in general this mechanism will get more popular

It won't be introduced in the template repo, but there's some kind of traction anyway - see the PR
