The OpenAPI spec generator in IntelliJ works quite well. Is it possible to use this as a standalone CLI or otherwise or is it bundled in with IntelliJ Ultimate?

Unfortunately, the generator is implemented only as part of the IntelliJ Ultimate plugin for now.
