I know it is tongue in cheek, but why would your manager be against it? 

I just tried to make it fun :grimacing:.
He is not against it.

A lesser manager might have been against it because addressing technical debt carries risk of instability or regression with little to no business value, in their eyes.

If it ain't broken, don't fix it kind of thing
