Buy your own Google Play Console account, directly from Google.
Don’t try to buy from someone else.

Other people will not sell you their account,
because if you f- up; Google will go after the original account-owner and blacklist that account and/or credit card, permanently. Nobody will take that risk. And this risk is high. Something simple like, forgetting to take out some copy-righted material from your screenshots; That can be a strike. A few strikes and the account is banned.
