when i try to create actual impl from this feature .. it always created on my root C:/ disk

no .. its always create the file into c:/ root

I see, if nobody from Jetbrains responds. I would advise opening a ticket in their issue tracking system. You can also ask in the #android-studio channel. In the meantime you can just copy paste another module and manually modify gradle. That's what I do all the time.
