I miss package documentation too much.
Is there an issue for package-level KDoc support?

This is especially useful when using K/JS externals, as most TS libraries will have namespace documentation, and namespaces are translated to packages.

I already document packages with Dokka's module files, but obviously it's not useful for external libraries.
