Hello <@U02R2P1J3TJ>. According to the GSOC FAQs, you must be an open source beginner or a student [0]. That is any one who has minimal opensource experience and is not a regular contributor to any opensource projects [1]. It also states that experienced professionals are not eligible to participate in the program [2].
