Yes! As far as I remember, for the last two years, non-students have also been allowed to participate in GSOC; the only requirement is not to have industrial experience (so the project will be a kind of student practice).

You are right, @Artem Kobzar. Here are the official criteria for GSoC contributor eligibility:
• Must be at least 18 years old at time of registration.
• Must be a student or an open source beginner.
• Must be eligible to work in their country of residence during duration of program.
• Must be a resident of a country not currently embargoed by the United States.
