I'm plugging Arrow to my new team/org/workplace (I've successfully gotten it adopted at one or two other jobs before so I'm optimistic 🙃 ) and just wanted to ask for opinions on the state of the versions and what version would be wise to start with? Mostly we're just looking to use really basic stuff like Either instead of exceptions etc, would it be ok to adopt the 2.0 beta (if there is one) or is it best to adopt the current 1.2 version? just trying to weigh stability vs having to refactor a bunch when another big release happens (my understanding is there is one on the way in the not too distant future?)

2.0 will remove a lot of stuff that was deprecated in 1.2. As long as you don't start using deprecated stuff now, you should be fine when 2.0 arrives.

I know it's still beta, but is there a changelist somewhere for 1.2 -> 2.0?

There won't many. 2.0 will mostly just be "removing everything that was deprecated in 1.2 and earlier".
