This user has posted a few spam and irrelevant messages now. Is there a process for warning / removing them?

Mods can warn them - and they did so far.

If the spammers ignore those warnings (what they usually do) mods proceed to report @Maria Krishtal or @hhariri (or other admins) for the removal of messages and banning.
