Seen it a couple times earlier, but not anytime recently and not in public builds. If you have a project to share that produces this, it's worth opening an issue for.

restarted again and it's stuck at "Waiting for IntelliJ"

Sometimes that step just takes a bit more than usual, but if it's stuck for more than a minute or two, collect logs + share them in an issue
