Oh... the docs are misleading here... it says to put the pluginManagement block in the buildSrc folder, whereas it needs to be at the root of the project.

my understanding is that you don't need pluginManagement if you aren't using the buildSrc

if you are using the buildSrc, you must have have plugingManagement in thebuildSrc,

I had to move it to the root project for the dependency to be found.
