Just wanted to clarify, like the BootstrapCSS module , do we have any blockers to create TailwindCSS module ?

Tailwindcss support is more about webpack configuration. So instead of KVision module it should be enough to create an example project with tailwindcss configuration. If you would like such example please fill an issue.
